She is Advisory Board Member to the Global Forum of Cyber Expertise(GFCE), as well as, Lecturer and Researcher in Data Governance, Cybersecurity and Technology at the Cybersecurity in the SME sector Research Group of the Centre of Expertise Cyber Security, here her research deals with Public-Private Cooperation to counter Cybercrimes and the International Public Management Program, both at The Hague University of Applied Sciences. Furthermore, she collaborates as independent expert at the European Commission and is Senior Consultant with the Multilateral Diplomacy Program- United Nations Institute for Training and Research(UNITAR). She has lead and facilitated multistakeholder public policy dialogue pertaining at the Internet UN Internet Governance Forum. Sharing this prior roles with visiting faculty ones, at the Cyber School of Internet Governance convened by the Organization of American States and Webster University Cybersecurity Program – George Helbert Walker School of Business and Technology.

Over 15 years working in international cooperation, security and rule of law issues. Have spent the last decade bridging policy silos in the digital field, working on cutting edge technology-related legal and policy issues at the intersection of technological change, cybersecurity regulation, policy, governance and society. An accomplished articulate communicator and consensus builder with a track record in developing and contributing into policy processes, regulatory affairs, strategies, risk and compliance, developing multistakeholder engagement programmes, scientific and technical cooperation, with governments, international organisations, private sector, think tanks, academia and civil society  in cross-functional teams.

She is Juris Doctor in Law and Political Science, has pursued advanced specialization studies in Cybersecurity, Data Protection, Information Security and Philosophy of Technology Design. Recently, participated in the Harvard Kennedy School’s Executive Program on Cybersecurity The Intersection of Policy and Technology.

Arda Gerkens is Vice-Chairman and member of the Senate. Before that she was a member of the House of Representatives with, among other things, ICT as a focus area. In 2013, she submitted a motion to the Senate that was broadly supported by the House of Representatives, which prompted the report of the Rathenau Institute ‘Opwaarden’ about the desirability of an ethics committee on the digitization of society.
Gerkens is also Director of the Online Child Abuse Expertise Agency (EOKM), which includes the Reporting Center for Child Pornography. For the handling and detection of images of sexual abuse of children, the EOKM is developing AI systems.

Chris Painter is a globally recognized leader and expert on cyber policy, Cyber Diplomacy and combatting cybercrime. He has been on the vanguard of US and international cyber issues for over twenty-five years—first as a leading federal prosecutor of some of the most high-profile cybercrime cases in the country, then as a senior official at the Department of Justice, the FBI, the Senior Director for Cyber Policy at the White House National Security Council and finally as the world’s first top cyber diplomat at the State Department.

In his State Department role, Mr. Painter helped create a whole new area of foreign policy focus and there are now cyber diplomats in over thirty countries. He has helped drive, initiated or been involved in virtually every major US cyber policy for over a decade and has created innovative new organizations and approaches to deal with threats and take advantage of opportunities in cyberspace. He was awarded the Order of the Rising Sun in 2018 by the Government of Japan for promoting Japan-US Cyber collaboration, awarded the RSA Conference Award for Public Policy, and was named the Bartels World Affairs Fellow for 2017-18 by Cornell University. Among other things, he currently serves as a Commissioner on the Global Commission for the Stability of Cyberspace, Chair of the Global Forum for Cyber Expertise Working Group on Strategy and Policy, a member of the Board of Directors for the Center for Internet Security and an Associate Fellow at Chatham House.

Judge CHUNG (1967) came to the ICC from the Extraordinary Chambers in the Courts of Cambodia (ECCC) in Phnom Penh, Cambodia where he had served as a United Nations International Judge in the Pre-Trial Chamber since August 2011. At the ECCC, he was a member of both the Rules and Procedure Committee and the Judicial Administration Committee. Prior to this, Judge CHUNG served six years as a high court judge, eight years as a district court judge and three years as a military judge in the Republic of Korea from 1993.

From 2008 to 2009 he served as a Legal Advisor and Korean Delegate to the United Nations Commission on International Trade Law (UNCITRAL) at the Embassy of the Republic of Korea and Permanent Mission in Vienna, Austria. Judge CHUNG holds a B.A. in Law and an LL.M. in International Law from Seoul National University. He has also been a Research Scholar at the London School of Economics and Political Science (2001), as well as at the University of Hong Kong (2005). He is married to Seung-mee PARK, and they have two children.
