Clementina Barbaro is the Co-Secretary of the newly established Ad Hoc Committee on Artificial Intelligence of the Council of Europe (CoE).

The mandate of the Ad Hoc Committee on Artificial Intelligence of the Council of Europe is to examine the feasibility and the potential elements of a legal framework for the development, design and application of AI, based on CoE standards on human rights, democracy and the rule of law.

Clementina is also the Secretary of the CEPEJ Working Group on the Quality of Justice. In this capacity, she has been closely involved in the elaboration of the CEPEJ Ethical Charter on the use of artificial intelligence in judicial systems and their environment, which is the first ever document on this issue in Europe and in the world. Clementina is a lawyer and has been a CoE staff member since 2002.

More than 20 years of experience in leading multilateral negotiations, developing stakeholder engagement programmes with governments, UN agencies, international organisations, think tanks, civil society, foundations, academia, private industry and other partners on an international level.

Since 2014, Initiated and managed the first United Nations Programme on Artificial Intelligence and Robotics. Initiating and organizing number of high-level events at the United Nations General Assembly, and other international organizations. Finding synergies with traditional threats and risks as well as identifying solutions that AI can contribute to the achievement of the United Nations Sustainable Development Goals.

He is a member of various of international task forces, including the World Economic Forum’s Global Artificial Intelligence Council, and the High-Level Expert Group on Artificial Intelligence of the European Commission. He is advising governments and international organizations on numerous issues related to international security, scientific and technological developments, emerging technologies, innovation and disruptive potential of new technologies, particularly on the issue on crime prevention, criminal justice and security.

He is frequently lecturing and speaking on the subjects related to technological development, exponential technologies, artificial intelligence and robotics and international security. He has numerous publications in international journals and magazines and frequently quoted in media on the issues related to artificial intelligence.

Recipient of recognition on the awarding of the Nobel Peace Prize to the OPCW in 2013.

Stephen K. Ibaraki is a past teacher, an industry analyst, writer and consultant in the IT industry, and the past president of the Canadian Information Processing Society. Currently, Ibaraki is a venture capitalist, entrepreneur and futurist and speaker. He is also the founder of the UN ITU AI for Good Global Summit, founding chair of the Financial Services Roundtable Tech Advisory Council and founding chair of the International Federation for Information Processing Global Industry Council.

Ibaraki serves as an Advisor for the Business Development Committee of the IEEE Computer Society. He is the co-founder for the Technology Advisory Board at Yintech Investment Holdings Limited.

In 2018, he was invited to be a founding member of IPSoft’s AI Pioneers Steering Committee and he was also invited to join the Science and Technology Council for the ARCH Mission Foundation. Aside from taking on these new roles, he was invited to be a keynote speaker at the Yonder25 Conference as well as the Reshaping National Security forum which was hosted by Shanghai Institute for International Studies; the Centre for Artificial Intelligence and Robotics; and United Nations Interregional Crime and Justice Research Institute.

Ibaraki has been the recipient of a Microsoft MVP award for 13 years in a row since 2006. In December 2018, Ibaraki was invited by YPO to share his insights about business and investments with respect to the Fourth Industrial Revolution at YPO Edge 2019.

Before Jacques was in charge of Business Development and Advocacy for Emerging businesses in the field of Cyber Security in the Internet of Things focusing on ‘Connected Systems’ like Smart Grid, Smart Metering, Smart City, Smart Home, Industry 4.0, Building Automation and Energy Management Solutions from a secure semiconductor perspective.

Jacques is continuously contributing in several cybersecurity initiatives. His patience is to generate trust for a smarter connected world

Prabhat Agarwal is currently working on the European Commission’s policies and regulation in the field of online platforms and electronic Commerce. He comes from a background of academic and industrial research. He joined the European Commission in 2007, and has since then covered a variety of digital innovation and regulatory areas, as well as foresight. His particular interest lie at the intersection of science, technology, society, and the law.
